It wasn’t her fathers or her brothers baseball hat. It was Glenn Rhee’s hat. He gives it to her before he leaves for Atlanta.
No she states in the game her father gives her this hat. You can even view the beginning of video game season 2 where the girl starts to rob her there is an option to say it’s your and that your father gave it to you.
