Patrick "Pat" Butcher (played by Jim Howick) is one of the titular Ghosts in the original UK version of the series.  Pat was a scoutmaster and died in an archery accident.  He still wears his uniform as a ghost, as well as large glasses and a mustache indicative of the '80s, the decade in which he died.  For your costume, you'll need khaki shorts and a shirt as well as brown shoes.  You can layer green socks over yellow ones and twist together two different neckerchiefs before tying them around your neck and securing them with a black woggle to get the colors right in other parts of his outfit.  To create the look of an arrow going through your neck, you may need to get more creative.  Try breaking a plastic arrow in half and securring to your neckerchief with some hot glue.
