She appears to be a humanoid made of candy, with a lollipop body and candied fruit slices for hair. A Princess Peach dress is a good base for this costume, just add the fake sprinkles with hot glue and do some piping along the skirt. Paint the orange slice with the hot pink acrylic paint and affix it to the hairline of the wig. For the makeup, paint your face with the light orange paint and draw a swirl in the center with the darker orange.
