This costume is from I Think You Should Leave, a sketch comedy show created by Tim Robinson and Zach Kanin. Its third season debuted on Netflix this year. Robinson's character offers his number to colleagues to be their designated driver. When a co-worker takes him up on the offer, he announces himself as The Driving Crooner. He has car decals of a fedora and cigar so onlookers can understand his persona. Yet the speed traffic and other drivers cause him anxiety - they're trying to make it look fake. He wonders how he's ever going to make any money off of this.
