Luz Noceda (voiced by Sarah-Nicole Robles) is the main character of the Disney Channel series The Owl House.  In season two of the show, Luz's outfit changes a little, trading out black leggings and denim shorts for a colorful bodysuit under a grey belted dress.  The easiest way to recreate her updated look is to purchase a cosplay set that includes the multicolor bodysuit already.  It is possible to get close with a little DIY by layering green and purple arm sleeves beneath your outfit.  The leggings might be a little more difficult, but if you have some sewing skills, you can alter two pairs of red and blue leggings to wear under your dress.  Whether you decide to purchase the set or make your own, finish off Luz's look with white shoes, black earrings, and a short brown wig.
