Major Dr. Ghastly (voiced by Grey DeLisle) is a main protagonist in the Cartoon Network series Evil Con Carne.  Originally paired with The Grim Adventures of Billy & Mandy, the show followed Hector Con Carne, Major Dr. Ghastly's husband, as he tried to conquer the world despite being reduced to only a brain and stomach attached to a large bear.  Ghastly is taller than General Skarr, who also works with Hector.  For your costume, you'll need a sleeveless burgundy bodysuit to start.  Layer black gloves, black thigh-high boots, and a black belt over that.  You'll also need a pair of goggles and a red wig long enough to style in a low bun.  Finish your look with some red lipstick.
