Mr. Perkins (voice by Will Arnett) is the main villain of Despicable Me. He makes an appearance as a minor antagonist in Minions. Unlike most cartoon villains he keeps a cool head. But he is otherwise the epitome of cartoon evil. He even runs the Bank of Evil. You can't get much more, well, evil than that.

It is surprisingly easy to dress as this villain supreme. He has good taste, which helps. A rich blue three-piece suit is accented by a light grey button down and teal accessories. Black dress shoes are understated enough not to take away from the rest of his look. His hair, though, is another matter. Mr. Perkins is largely bald save for a ring of hair that poke up on either side of his head like horns. It's a unique hair style that might be easier to recreate using a bald cap, grey wool roving, and glue than it is to buy pre-made.
