Fanny Fulbright, also known as Numbuh 86 (voiced by Jennifer Hale) is one of the main characters of Code Name:  Kids Next Door.  As the Head of Decommissioning and Global Tactical Officer, Numbuh 86 is an important member of Kids Next Door Moonbase.  Numbuh 86 wears a colander styled like a samurai hat, a green sweater, and orange skirt with brown boots.  If you don't have the skills make the full samurai helmet, a turned over colander will still get the point across pretty well (and a plastic one will be a lot more comfortable than a metal one).
