Rize Kamishiro from Tokyo Ghoul

Rize Kamishiro (voiced by Kana Hanazawa and Monica Rial) was a ghoul whose kakuhou was transplanted into Ken Kaneki, the main protagonist of the anime and manga Tokyo Ghoul.  Rize's costume consists of a white dress layered over a blue shirt, long purple hair, and red half-rimmed glasses.
