Carmen Sandiego is a world-class cat thief and head of the criminal organization VILE. She's able to elude the ACME detective agency as they chase her all over the globe, and teach kids some geography along the way. Unfortunately she rarely stays in San Diego — that would make things too obvious.

While this is Carmen’s current look, if you wish to look more like Carmen from the 90s PBS game shows, trade out the black turtleneck for a yellow one and replace the black leggings and boots for skin tone tights or pantyhose and red heels.
However (and take this from someone who has dressed as Carmen for years), make sure you’re going to be around people who actually remember Carmen Sandiego. The first time I wore my costume to a Halloween party, only one person knew who I was.
