Penelope McQueen is a character from the Rock Band video game series.  She appears as a playable session musician in both Lego Rock Band and Rock Band 2.  In the second installment of the series, Penelope wears a dark newsboy cap, black puffy-sleeved blouse, oversized tie, and thigh high boots.  To truly achieve her rocker style, don't be shy with the dark lipstick and heavy eye shadow.
